Create VM Template as master copy ,Which will has metadata information need to create instance.
> Console > Compute Engine > Instance Templates > Create instance template >
Enter the details same as how we create the VM > Create
If we want to create the VM using Templete,Click on the check box and create VM
> New VM instance from template > Create
